EAST DARLING HARBOUR/BARANGAROO

WHAT IT MEANS TO KING STREET WHARF RESIDENTS

Stage 1 of the demolition of the buildings alongside KSW is planned to commence November 2007 and will take approximately six months. Stage 2, the Overseas Passenger Terminal and function centre, will be demolished once alternative arrangements have been made by Sydney Ports. The site will be made level and clear in preparation for public events which may be held at the site. It is understood the proposed redevelopment of the site will commence in late 2008.

Hours of operation for demolition works are 7am to 6pm Monday to Friday, and 8am to 2pm Saturday.

The main areas of concern are:

Noise and Vibration
The predictions indicate that in worst case situations some of the construction activities would exceed the noise goal at the nearest receivers (KSW) having openable windows or are carried out externally (page 16 of the Demolition Vibration and Noise Management Plan)….i.e. if you close the doors/windows the sound will not adversely impact KSW, but if you open the doors/windows or sit outside, it will.

8.8 Events at Wharf 8
Events will occur from time to time at Wharf 8, and demolition noise generated in the vicinity of Wharf 6 may impact on these events. To minimise any potential impacts the contractor should liaise with the management of Wharf 8 so that noisy demolition activities are programmed to occur or be otherwise managed to prevent adverse impact.

Hazardous Building Materials
The following have already been identified on the site:-
• Asbestos (bonded and friable) – including the shed roofs
• Synthetic mineral fibre
• Lead paint
• Potentially Polychlorinated Bi-phenyls (PCB)

Contamination issues
Soil and groundwater contaminants at concentrations above published guideline values including:-
• Heavy metals, PAHs, BTEX, Phenols and TPH.

Traffic and Access
The proposed truck routes are:
Departing
• Turn right out of the site at Gate 5 or Gate 8a/b, head south on Hickson Road, which becomes Sussex Street, and turn right onto the Western Distributor at Market Street.
• Turn right out of the site at Gate 5 or Gate a/b, head south on Hickson Road, head east up Napoleon Street, turn left onto Kent Street and access the Bradfield Highway via the on ramp opposite Gas Lane.

Arriving
• Exit the Western Distributor turning left onto Sussex Street at King Street, then travel north up onto Hickson Road and turn left into the site at Gate 5 or Gate 8a/b.

Dust, Odour and Air Quality Management
Dust impacts due to the general demolition and construction works is considered potentially significant.

The following issues have been identified:
• Generation of dust from demolition and footing removal activities
• Mobilisation of asbestos or synthetic mineral fibres during removal of hazardous building materials
• Odours and vapours generated from contaminated materials exposed during removal of footings
• Mobilisation of lead dust during removal of lead paints
• Particulate generation from plant and vehicle emissions

A detailed health and safety plan (HSP) to cover the hazardous works should be prepared on behalf of the contractor by an appropriately qualified person. This should be prepared prior to the commencement of works, in order to protect the health and safety of all contractors or other staff working on the site, as well as the general safety of surrounding properties.
